Batangas City Pilots Citizen Monitoring Report Card

The Batangas City. Planning and Development Office (CPDO) in collaboration with the Batangas City People's Council (BCPC) and with the technical assistance of USAID-CHANGE, conducted the interface meeting on Citizen Monitoring Report Card (CMRC) in the three rural waterworks sanitation associations in Ambulong, Concepcion, and San Isidro on March 14.

The findings and results of the monitoring were presented to Hon. Beverley Rose A. Dimacuha together with the service providers from the Barangay and rural waterworks associations.

CMRC aims to increase citizens’ awareness and measure their satisfaction with public service delivery, encourage their active involvement in project monitoring, and develop better coordination between the Rural Waterworks Associations (RWAs), barangays, and city governments to ensure efficient and effective service delivery.

The said event was attended by the city administrator, Engr. Sonny Godoy, City Councilors Nelson Chavez and Karlos Buted, 20 civil society organizations, the Offices of the City Engineer and City Health, barangay leaders, and 24 LGU representatives.

Engr. Godoy emphasized that this activity is a milestone in the city of Batangas and expressed appreciation for the work of the BCPC. He, together with CPD Coordinator Gilda Godoy and Hon. Karlos Buted, has affirmed their commitment to adopt the tool and process in their future monitoring.
Recommendations on the findings were affirmed and will be integrated into RWSA planning such as including citizen representatives per purok in planning and budgeting of RWSAs, come up with the long term plan, procure portable water testing kits for RWSAs, train local water technicians, employ additional feedback mechanism among others.
