To support the Batangas City Government’s effort in developing, improving, maintaining and strengthening competent workplace in support of excellence in the city Government’s mission while promoting transparency, openness, dedication, and assurance of courteous, prompt and quality service.

Human Resource serves as model for high quality, responsive, customer-focused service with pro-active simplified processes to attract, motivate, develop, and retain diverse globally competitive workforce within the Batangas City Government and inspired by informing, enabling and fully supporting the agency’s vision in establishing and nurturing ties locally and internationally.


PROFILE

The Human Resource Management and Development Office is the heart of any organization. The HRMD define and represent efficiency, effectiveness and the overall quality of service in any organization.

The Batangas City Government Human Resource Management and Development Office is under the City Mayor’s Office. The office is spearheaded by the City Government Assistant Department Head I, Mrs. Aurea R. Castillo with the Supervising Administrative Officer Miss Rufina Calapit. The Office is divided into four sections;

3. The Employees Welfare and Benefits                          Mrs. Maricel Nicolas
4. The Training, Development and Research                   Mrs. Abby Almeron

The Administrative Services responsibilities include preparation of Plantilla, Staffing Pattern, Salary and Payroll. They are also assigned in disseminating all communications and correspondences. The Recruitment, Placement and Personnel Relations provide assistance in filling up vacant positions and hiring new employees. The division ensures that all the policies and regulations involved in the recruitment, placement and personnel relations are taken into considerations when hiring and promoting employees. The Employees Welfare and Benefits Division is responsible in the Leave and benefits Administration of the employees. They also provide assistance for GSIS, PAG-IBIG, BIR and Philhealth concerns. The Training, Development and Research supervise and coordinates in-service training programs of the city and assist the CGADH I in implementing all training programs for the continuous learning and development of all employees.
The Human Resource Management and Development Office follows the policy and administration of rules and regulations in accordance with the Civil Service Commission laws.
