Mainstreaming of Gender and Development in local programs to be undertaken

BATANGAS CITY-This city is stepping up its compliance with the national law mainstreaming Gender and Development in local programs, projects and activities to promote gender equality and women empowerment.

In line with this directive, the department heads of the city government or their representatives underwent a two-day seminar-workshop on the Joint Memorandum Circular No. 2016-01 of the Philippine Commission on Women, Department of Interior and Local Government, Department of Budget and Management and the National Economic and Development Authority or the amended “Guidelines on the Localization of the Magna Carta of Women”. This directive prescribes “policies and procedures in mainstreaming gender perspectives in local planning, programming and budgeting, local legislation, project development, implementation, monitoring and evaluation pursuant to Republic Act No. 9710 or the Magna Carta of Women”.
The resource persons were Lovely Mores, Sr. Economic Development Specialist, NEDA lV-A and Donald James Gawe, Chief Economic Development Specialist.

The participants were taught about gender analysis of the local programs and projects through the use of the Harmonized Gender and Development Guidelines(HGDG) tool using the appropriate GAD checklists to determine the gender-responsiveness of government programs and projects. They also learned GAD Planning and Budgeting. Through the administration of the HGDG, a percentage of the annual budget of the regular program or project may be attributed to the GAD budget.

The local government units are required to submit their annual GAD Plan and Budget and GAD Accomplishment Report using the HGDG. (PIO Batangas City)
