There maybe a smaller or greater number of competing barangays within a classification. To avoid conficts, there is a standard
that has to be met by the individual barangays. For example, the standard or ceiling grade would be 85%. If no barangay reaches
that level, the said barangay cannot qualify for the finals. Each classification will have at least one barangay that will compete
in the over-all ranking, meaning, there will be at least one barangay that will qualify for the top winners.
